"In
recognition of the severe budget issues faced by the General Assembly at the

and in the Special Assistance In-Home Project.
- Increase
Homestead Property Tax Exemption income eligibility level to $25,000 adjusted
in subsequent years by the Social Security cost of living indexes, with
the state and counties to share equally in any revenue loss.
- Restore
the NC income tax credit for long-term care insurance which expired
December 31, 2003.
- Appropriate
$3 million for the Home and Community Block Grant for the fiscal
year of 2007.
