How
is the Quality of Care in Nursing Homes Ensured?
Ensuring
the quality of care in Nursing
Homes is important to everyone. To help ensure that quality
of resident care is consistent from one facility to another, the
legislature gave the Department of Health and Human Services (DHHS)
the authority and responsibility to:

license facilities
- define
rules and procedures for facilities
- monitor
facilities to ensure that the rules and procedures are being
followed
- ensure
that any problem areas were corrected.
The
Department (DHHS) chose the Division of Health Service Regulation (DHSR)
to handle oversight and regulation of all of the responsibilities
listed above for
Nursing Homes in North Carolina.
Please
note that Continuing
Care Retirement Communities (CCRCs) are another type of housing
that has nursing home beds. They may offer either nursing home
or adult care home levels of service and may provide both.
They are regulated by the N.C. Department of Insurance
(800-546-5664) and are licensed by the state Division of Health Service Regulation (800-624-3004) for the adult care
home and/or nursing home level of care they provide. The NC
Division of Health Service Regulation
(DHSR), therefore, handles all grievances and quality
issues for both the adult care home and the nursing home levels
of care. The Department of Insurance handles
grievances and quality issues pertaining to contractual issues
and/or independent living.
Information
about the oversight process is very similar to the process for Adult
Care Homes. However, there are some variations for Nursing Homes.
So, to eliminate as much confusion as possible, we have separate
pages for Nursing Home oversight and Adult Care Home oversight.
